I swear if I have another pop-up window from an application force itself to the front and continue to insist it stay in the front, I'm going to hunt the developer down personally!

All content on the screen should GIVE to the user. Popups TAKE from the user, and in the worst way. They take away whatever it was you intended to look at, and they induce frustration. This is a bad thing.
